Changes in technological mode and industrial paradigm in conditions of the forth industrial revolution requires changes in educational paradigm in order have qualified staff for effective manufacturing. Changing educational paradigm implies designing individual educational routes and qualifications, stronger role of information systems, blurring boundaries between professional and academic education as well as between formal and informal education. The most reasonable way to test new educational systems is to do it in research&education clusters and university centres. Staff training should be based on engineering skills and STEM educated in secondary school. Skills development should be the subject of special programs and projects.
